Favorable Policies
The following provide examples of favorable growth management
policies:
Larimer
County, Colorado: Promoting Mixed Use Development
In an effort to promote mixed-use development in the
County's outlying commercial districts, Larimer officials
adopted the Planned Mixed-Use District. This PUD district
is intended to promote developments with a balanced mix
of commercial and residential uses that provide services
and employment opportunities in close proximity to residents
of the district. PUD-M developments are required to set
aside 30% of the site's total gross area for open areas,
plazas, courtyards, sitting areas and other similar public-accessible
spaces.

Michigan: Coordinated Planning Act
This package of state legislation, sponsored by Representatives
Ruth Johnson (R), James Koetje (R), and Patricia Birkholz
(R), requires a township planning commission to, before
preparing a plan, mail by first-class a notice explaining
that the planning commission intends to prepare a plan
requesting the recipients’ cooperation and comment
to: (1) the planning commission (or legislative body if
no planning commission) of each township, city, or village
located within or contiguous to the township; (2) the
regional planning commission for the region in which the
township is located; (3) each county planning commission;
and (4) each public utility company and railroad company
operating a public within the township. Most importantly,
this legislation requires a township planning commission
to hold a public hearing on a proposed plan before approving
it.
This package – HB 5038, HB 5252, and HB 5267 –
was approved by Governor John Engler (R) on December 31,
2001 and became Public Acts 263,

California:
Promoting Infill Redevelopment
California SB 1262 would provide financial incentives
to counties that promote infill development programs that
reduce traffic congestion, provide a better balance of
housing located near area employers, and promote new housing
and other developments that are within walking distance
of local schools, shops, and businesses.
